What makes a good photo?

What makes a good photo? Does the number of Facebook likes determine the quality of a photo, or are there other factors to consider?

Here’s a little exercise: Pick a random street photography group on Facebook. Spend some time looking through the photos. Now spend some time looking at both Hardcore Street Photography on Flicker, and the Magnum Photographers at the Magnum website. What are your thoughts on each? Where do you feel the best place to spend time viewing photos would be?
